In the backdrop of the history of mass killings in rural Bihar over the two decades of the 1980s and the 1990s, and the fact finding missions conducted by PUDR, we bring out a report on the Bara massacre that happened on 12th February 1992 at village Bara in the Gaya district of Bihar.

This report examines the impact of the social backgrounds of the accused on the investigation, gathering and recording of evidence, framing of charges, the credibility accorded to witness testimonies and finally on the conviction and sentencing. This report brings to light how discrimination against the poor and in favour of the rich, privileged and powerful continues to haunt every nook of the criminal justice system. The penalty of death awarded to four of the accused brings this out in the most startling manner.
