This report, published in August 1991, is on the custodial death of Om Prakash Kaushik in Timarpur police station. On July 12 the Timarpur police received a call about a fight in Wazirabad village. Upon arrival they found Om Prakash lying in a vacant plot. The police picked him up and took him to the police station. Om Prakash’s condition deteriorated while in the police station. He died while being taken to Bara Hindu Rao Hospital.

The police refused to treat this as a custodial death as they maintained that Om Prakash was not arrested. They state his death could have been caused due to a collision with a vehicle or a heavy object in Wazirabad. However, the SHO admitted that Om Prakash was not bleeding and did not have any physical injury. The family of the deceased suspects torture by police as the cause of death. They also allege that money carried by Om Prakash was missing.

Many questions remain unanswered, especially the role of the person an influential local person. This report raises important questions in the hope of finding justice for Om Prakash.
