The report starts with the death of the 19-year-old Jhuggi Dweller, Dilip who had reportedly gone to relieve himself in a nearby park in Ashok Vihar and was harassed to death by policemen present in the park. Four other jhuggi residents died and 16 were injured in the police firing after Dilip’s death when the police force came in large numbers. The report then goes into the layers of injustice, denial of rights and unequal distribution of land in Delhi where urban planning has not been able to cater to the residence needs of thousands of workers employed in hundreds of Industrial units in Delhi. The report places the custodial death of Dilip and others in firing in the larger vicious circle of injustice that the poor and marginalized face in our society. It cannot be a coincidence that only a case of negligence was registered against the police in Dilip’s death, and no serious cognizance was being taken of the deaths of four people in police firing.
