 Peoples Union for Democratic Rights is outraged at the brazen claim advanced by the Indian Army that let alone sanction for prosecution, no civil administration can even register a FIR against army personnel without sanction of the Central government. During the hearing on CBI’s complaint against the army for shielding their personnel accused of fake encounter (following the Chattisinghpora massacre of thirty-six Sikhs on 19-20 March 2000), the Supreme Court questioned the army about it.

People's Union for Democratic Rights has drawn public’s attention from time-to-time to the lawless conduct of the security forces in war zones across the country where ‘operation greenhunt’ is being prosecuted. Recent developments reported from Chhattisgarh show that security forces enjoy so much impunity that they have begun to flout even the instructions/orders of the state home minister. And such is their clout that they can dismiss warrant/s issued by judicial officials knowing fully well that no action against them would ensue.

PUCL and PUDR organised a meeting on 22 Oct, 2011 on “Enforced Disappearances and Discovery of Mass Graves in Kashmir”. Speakers included Khurram Parvez of International Peoples Tribunal on Kashmir (IPTK) and JKCCS, Paramjeet Kaur Khalra of the Khalra Mission from Punjab, and Supreme Court lawyer Nitya Ramakrishnan, and were presided over by law researcher Usha Ramanatham. Interventions were made by Justice Rajender Sachar, Vrinda Grover, Pushkar Raj and Gautam Navlakha among others.
